Location: Middle East

In the mid-1980's, Corus Consulting was employed as an independent consultant by investors in a Greenfield long products mini-mill based on direct reduction, electric arc steelmaking, continuous billet casting, and rod and bar rolling mills, with an annual capacity of 0.75 million tonnes.

Part of the plant was subject to a negotiated contract with plant suppliers who were also minority shareholders in the venture. In this case, Corus Consulting was required to carry out a critical assessment of the technology offered and the contract price, by reference to experience of similar equipment supplied elsewhere.

The remainder of the plant was subject to international competitive tender and Corus Consulting was then required to prepare enquiry specifications and evaluate tenders to advise on selection of the preferred offers.

Corus Consulting was also responsible for advising on the setting of performance guarantees and the subsequent supervision of performance tests following commission.

In the early 1990's, Corus Consulting was asked to undertake the same role for the expansion of the plant to 1.8 million tonnes of long products.

In the late 1990's, a decision was made to install a flat products mini-mill based on thin-slab casting, with a capacity of around 1.0 million tonnes and Corus Consulting was again appointed as independent project engineering and technical adviser to support the client's own engineering personnel in preparing specifications and evaluating tenders for equipment supply.
